We’re looking for a dedicated Data Analyst to join our Contracts and Performance Team within Waste Management. This is your opportunity to use your analytical skills to shape a greener, cleaner Leeds while building a fulfilling and secure career in public service.

About the Role

As a Data Analyst, you’ll play a central role in supporting the delivery of data-driven insights for Leeds City Council’s Waste Management services. Our goal is to maximise recycling, minimise landfill, and recover value from waste – and your input will be essential in helping us meet those targets.

You’ll work closely with colleagues in Operations, Contract Management, and Finance to gather and interpret data, identify discrepancies, and create meaningful reports that inform decisions and improve performance across the board.

Whether it’s working on performance dashboards, supporting DEFRA submissions, or fine-tuning data systems, you’ll have a direct impact on how the city manages waste and contributes to environmental goals.

Key Responsibilities

As part of your day-to-day duties, you will:

✅ Maintain and analyse internal and statutory performance data related to waste and recycling
✅ Use advanced Excel (including macros) to manage large data sets and reports
✅ Operate and support the use of the Council’s Waste Management System, Collective (training provided if needed)
✅ Submit and manage data via Waste Data Flow – DEFRA’s national reporting system
✅ Liaise with colleagues across teams to validate data and resolve discrepancies
✅ Produce high-quality data reports for internal managers and external agencies like DEFRA and the Environment Agency
✅ Develop, support, and improve the internal data systems and contribute to ongoing digital transformation
✅ Work flexibly to support other departmental needs and emerging priorities

What We’re Looking For

We’re seeking a detail-focused, proactive team player who is excited by the power of data and committed to public service.

✅ Essential Skills & Qualities:

  • Strong experience with Microsoft Excel, including the use of macros
  • Familiarity with Microsoft Office and other relevant digital tools
  • The ability to handle large volumes of data with accuracy and attention to detail
  • Capable of producing structured, clear reports and performance summaries
  • Strong communication skills – able to liaise confidently with internal and external stakeholders
  • A flexible and adaptable approach to support shifting priorities and team needs
  • Strong time-management and organisational skills to meet deadlines
  • A commitment to quality customer service and a positive team culture

 Desirable Experience:

  • Familiarity with Collective or other environmental service data systems
  • Experience working in or understanding of local government structures
  • Qualifications such as ECDL, GCSE ICT, or other recognised ICT certifications
  • Background in environmental services or waste management
  • Experience with complex or specialist administrative systems and performance management
